What is the origin of the phrase "the silent treatment"?

I was reading the foreword to my copy of "the brothers karamazov" and it explains that dostoevsky was subjected to "the silent treatment" before his execution date and the years banished to siberia (in place of death). Was the silent treatment an actual form of enforced punishment and is that where the phrase comes from?
