What are the small red bumps on my arms and legs?

I've had these little red bumps on my arms and legs for a long time. They don't itch and they're not painful, they're just really annoying and a little embarrassing. People have told me its a rash, eczema, infected hair follicle, and that its caused by a food allergy. I've used a cream that was prescribed by a dermatologist, I use lotion (even baby lotion), and I even tried a cream used for eczema, but nothing helps! Sometimes they fade a little, but they don't completely disappear. What is this?
